These tactile (touch) receptors are located in the dermal papillae, which places them as superficial in the dermis as a nerve ending can go.  The nerve endings are surrounded by a gel-filled capsule, which causes a prolonged stimulation when pressure is applied and maintained.  It doesn't take a hard push to get them started, and they continue to stimulate the brain as long as the stimulus remains.  They are found in high density in the skin of the lips - I'm sure you can find a way to practice stimulating these receptors with someone you really love.
